Tandem headset size for a '69 Paramount

Building up a '69 paramount and just found out that the headset is not standard.

Does anybody knows what size I need to shop for?

It looks like a regular threaded road headset, with a hanger for cantilever brakes.

The size is not standard. I have a campy headset from a standard paramount and the headtube is too big for it.
