Flat Platform Pedals with Toe Clips VS. SPD Clipless Pedals???

Vs Toe straps and Clips Pedals .. I happen to like them because I can wear a Loose fitting shoe with a supportive comfortable insole .
I set the straps to wrap around the shoe, but on tours, never tightened them.. so never had to reach down to loosen them.

I don't see them as a safety issue at all so long as you can get your shoes easily in and out. I have had my bike fully loaded with bags and trailer and I see absolutely no difference from when I'm running bare bike. Even when I am just crawling along on a rough trail I can still easily get a foot out before I fall over.
If you are running toe clips for racing then you already know that it comes down to proper adjustment of the straps and the clips themselves. So long as your pedals will work with them and they are set up correctly, then it's all good.

As far as safety goes, I think clipless are safer because I can get out of them faster. But a caveat... I would not use SM-SH51 clips (single-release), only -SH55 or -SH56 (multi-release).
However, if you are used to toe clips they aren't a problem and you don't have to have special shoes.
I like the stiffness of the SPD shoes, but if you are wearing boots they are stiff too.
There is also extra expense for clipless, most likely having to carry another pair of shoes, and having to change shoes all the time.
A mixed bag. Clipless work better, but straps are move convenient.

A simplistic look at safety with toestraps when touring - 1) the issue really only shows when you have stopped and didn't get your feet out. So your contact with the road only happens with no speed and you do not get abrasions. 2) if you are using panniers, they will probably take up much of the impact. So it is just the old: admit you just made a fool of yourself, relax and hit the road with as many points as possible to share the damage while not letting go of the handlebars (that last bit is important), get up, dust off your ego and go on.
