speaking of sandpaper, I have even taken a file to pads that had been not properly centered on rims, so they developed a slight ridge where the pad missed the rim. The file did a good job of gradually taking down the ridge, I may have put the pads in a vice or just done it while on the bike, but its a much faster way of getting rid of an ridge than with sandpaper.
Did this on pads that had lots of rubber left.

and as for type of sandpaper, I have no clue what I've used, probably a more coarse one, seems to me a really fine one doesnt rough up the surface enough. I have some diff sandpaper kicking around but I don't use it enough to be attentive to what worked best with pads.

The only thing I had yesterday when I tried it was 60 grit for wood. Just made sure to scuff very lightly and stop as soon as the shininess mostly went away, and not dig deep gouges in it. Probably would have used something like 320 if I had it available.
