I am about to start a trans america bike tour. I would like to purchase a handle bar bag with a map case. I am using the Profile Designs B17 bars which mount on the underside of my handlebars. Is there a case which is capable of being mounted in conjunction with the aerobars.

I use the 1/4 sheet 13x13 cm map case (Cdn $15):
Although shown in the photo attached to straight handbars, the map case fits nicely between my Air Stryke aero bars which I mounted to drop handlebars. To keep the map from flapping around, I crazy-glued two squares of Velcro to the bottom of the underside of the map case, and matching squares to the top side of the aero bars just ahead of the handlebars.
The map case is very compact, so I find I have to refold maps frequently. Not a big problem, though. There was a thread on the Touring forum recently on tricks and techniques for folding, cutting up, and preparing maps.
I am currently travelling across Canada and did have aerobars mounted to my drop handlebars and found a bag that had two loops, one on each end. I then used velcro straps to wrap it around my drop bars, so the bag was mounted from the side, near my brakes of my drop bars, instead of where my aerobar used to sit. So if you can find a bag you like that you can fasten from the sides and if you too have drop bars, this may work for you.
