well... Im no expert, but bianchi is pretty well known for making nice steel frames. Personally, for that proce I would go with a specialized Allez.. although maybe it is less on the touring side and more on the road bike side.

If it's a Volpe it's an adequate, though far from ideal, tourer. Does it fit?

Also look at the Fuji Touring and Novara Randonee in that price range.

most of the bianchi's on the planet are the same celeste green color and there are a number of models that might run about that much. bianchi's touring model is the volpe (a mid-range model), and last year's model might sell for about that much. if so, it's not a bad buy.

a few not-too-technical things to tell if a bike might be good for touring:
- how many fingers can you stick edgewise between the rear tire and the seat tube? at least 2 or 3 for a tourer.
- places to screw on racks (both front and rear) and at least 2 waterbottle mounts
- big cassette: the large cog will have about 32 teeth
- 36 spokes on the wheels
- most touring bike are made of cro-moly steel, though cannondale uses aluminum

if these are there, the bike is probably ok for touring. how good it is will depend on the quality of the components. as halfspeed mentioned, make sure it fits if you go for it.
