handle bar bag with clear cover

I'd like a handlebar bag with a clear pocket on top to hold a gps and cel phone. Does the Topeak tour guide's clear pouch large enough? Thanks.

It is large enogh to put in 8 1/2 x 11 sheets and it folds over. I think it would do.

FWIW, the map case on my Ortlieb would probably hold that. Depending on size. Its pretty damn huge.
And waterproof to boot.
