Is this a trick question, like who's buried in Grant's tomb?

I'm going to say the smallest diameter would be 26 inches, give or take a micrometer.

Maybe the OP meant 26mm as in width which still does not make any sense.

I have 32 mm tire for mine and 18MM rims, not sure what the narrowest tire is.

Upon googling, it appears that you can find Schwalbe Stelvio tires in both 25-559 (1 x 26") and 28-559 (1 1/8 x 26"). It seemed that most places that sell them deal in recumbent goods, which makes sense, since many recumbents have a rear 26" wheel.

I'm not sure that the 25mm tires are still in production, since Schwalbe doesn't list them here: https://www.schwalbetires.com/node/200/ok . However, some merchants appear to have them in stock, like this site google turned up: https://www.easystreetrecumbents.com/stuff/tires.html . I have no experience with these tires, and as such I have no idea as to their suitability for touring.

Ditto. Inch and a quarter is the narrowest I would consider running for touring.

The full wheel diameter with a 1.5" tire is just over 25". The amount a tire adds to the wheel radius is usually the same as its width. The minimum width tire you can put on is approximately the same width as your rim.
