700cx23 too tight for touring rims?

700cx23 too tight for touring rims?

i bought these conti rubbers, "ultra sport w/ kevlar 700x23c" but they flatout on my mavic a119's. by flatout i mean that there is a flat spot after installation, a tight spot that pulls the rubber in like a flat spot. i figure this is a case where a touring rim spits out the road tire, seems too tight by a couple of mm's. anyone know what this is? i used other 700x23's (hutchinson) with out this trouble? what gives? (i don't think its the tubes, i'm using 23-25mm, but these tires seem too small/tight)
