From the discussion on this thread, I presume that passengers flying fare classes other than "economy" have a more liberal baggage allowance on inter-Asia flights. What is the difference in ticket price between an economy fare and the lowest price fare with a reasonable weight allowance? Perhaps it's cheaper to pay more for the next class of service than to buy the cheapest ticket and pay huge overweight penalties?
