You need to look for a different rack. For starters, panniers need downrails to keep the bottoms of the bag from swinging out, dislodging the bag or swinging in, catching in the spokes. This one has no downrails.

You can use a small bag on that one but not panniers

Where is a third mounting point? Appears to mount to the brake bosses but that is not sufficient. Needs some type of attachment at the top to stabilize it. Also, it is pretty short and would only hold a small bag on top. No panniers as dalmore noted
