Wow, this is a fine bike. Very nice.
Can you find the spec of the bike?
One issue I see immediately is the gears. It looks like a road triple and rear cassette of about 11-23. This will not work with up hills with panniers. You will need to know if its 7 or 8 speeds cassette. 8 speed cassette you can put 11-34 at the back with a mega range dérailleur at the back. With 7 I don't know.
The crank will do for the start, but maybe you will change ring to lower counts. But here you will need to know in advance if you can find like a granny 22 tooth ring that will fit the crank.
Another issue is the geometry of the bike. What is the wheel base and the chain stays length?
I see that there is a braze ons for a front rack which is good.
You have there cantis breaks which will support a wider tiers, but its hard to see how much place there is for a wider tire.
Barends - beautiful.
All in all this is cyclocross bicycle in IMO, so it will do for a lite tours, but no heavy loads. There are more rigid bikes out there.
I would buy this bike, because its beautiful. It looks like a custom bike that people pay a lot to get. My future bike will look like this.

You can see the clearance of the 700x35 tires from the fork. Its about 1cm. So maybe you can get to 38c with fenders.
