Fork mounting kit vs. Tara rack

Hello all. I have a Tubus Tara front rack on my Cannondale T2000 but would also like to use it on my other bike. The other bike does not have the upper mounting so I will need to use the fork mounting kit sold by Tubus. This kit attaches to the upper section of the forks and comes in two sections that are tightened upon the forks. Because of the way the Tara is made, this places the majority of the weight on this kit. Has anyone used this type of set up and if so was it satisfactory? I try to load my front panniers with 60% of the weight and rear with the other 40%.
