wondering if I should take the plunge... has couple of months of road time on it.

Was planning to build up a old hybrid with 700c tires that I own for touring but this might be a better option as only the new wheels required for the hybrid to be trustworthy will cost about 320$, changing the bars, shifters and new cabling will be at least another 100$ ...

Its a auction, so I can not be 100% certain. Unfortunetly I dont have time to go and check it out before the auction ends. The only thing that bother me if it fits properly, its a 21" frame but I am five foot eight and a half and my inseam is 32.5" ...

I think that will be way too big for you. I am 5'11" and a 21 inch frame is my size and I don't think you'll find a frame that size comfortable. It's not all about the standover height, a 21" frame is longer so you'll be stretched out and lowering the stem length to compensate may make the bike less stable.

Bike fit is the MOST important thing to make you trip comfortable and injury free. Find a bike that you can test out and get one that fits. If you don't then the bike isn't a bargain and you are throwing money away.

I'm 5'9" tall with a 33" cycling inseam and short arms, but found the 21" to be too small. I'm glad I rode both the 21" and the 23" before I bought because looking at the numbers I should be a 21". On the 21" I had the seat way above the bars and kneed my elbows when I was in the drops. I just couldn't get the bars high enough. On the 23" I had to put a 10mm shorter stem, but it fits me well and is comfortable day in and day out.

To the original question.... that's a smokin' deal! If you're confident about the fit go for it.

I'm 5'9 with a 33 inch inseem.
The 23 fits me nicely. The 21 feels way to small.

I wouldn't buy any bike I couldn't test ride. It's just too risky.
