Nobody makes locking panniers
Kevlar reinforced panniers with a keyed hook locking system would be nice.

I remember reading somewhere about the Worksman cargo trikes that have a big cabinet on front. The writer suggested that the cabinet should never be locked. If it was, then people would just force it open to see what was inside. Suspect it might be similar with panniers, they would be snipped off or cut open or whatever, then you'd lose your stuff plus your panniers.

you mean, the old Arkel expedition panniers?
N.B. They don't sell these anymore, I don't even know if this page is still active.
I have the complete set, front and back, love them, even though they are HEAVY!!

With Arkels, you could put a couple of padlocks through the D-rings and around the frame of the rack. I'm not sure it would stop a really motivated thief, but it may be enough trouble to ward of most. It's too bad the D-rings aren't metal.

Not the same, I know, but still: there are lockable nets you can throw over your panniers (or any other kind of luggage), offering some security. Search this forum for "pacsafe" and ye shall find.

Ive, been looking also,
I just got my new nashbar flyer yesterday thay had a hard side pannier on sale, that they say locks, I don't see it on there web site though?
I also looked at these, but I havn't made a decision yet

I just field tested some Bikebins lockable panniers. not perfect, but lockable! -they don't lock to the bike, however....

I'd suggest like juha to look at pacsafes, maybe modify to fit inside some softshell panniers if you're that concerned.

No. Not the way it comes. It would have to be modified to lock it to the bike.
I have not used mine and I am thinking about sending them back. They are pretty heavy.
I don't see using them for touring but I do see the possibility of using them for commuting in nasty weather and maybe just leaving them on during all types of weather so that when nasty comes I am ready.
