No, if you sign up for the Buy.com card, you get a $30 credit to buy.com - in that case, the charger is free, and you have a $10 credit at buy.com. At least that's the way it seems to work for me.
(I bought a GPS once from Buy.com, and had no issues. That is my only experience with them.)

If you get the card, they give you a $30 reward, but you have to spend $31 to qualify. I solved this problem by ordering two of the chargers, total cost $9.98.

Just bought two cuz Ima greedy *******. I used a battery powered charger on tour in July to keep the cell phone and GPS going (unfortunately refused to charge the MP3 player...). Even with just the two gadgets, for two weeks, I still went through most of a 24 pack of alkalines. Lithiums are damn expensive, but would have been smarter, because the alkalines didn't deliver enough current even when fresh to charge my devices more than half-way. Of course, at a price like this, solar starts to make a little sense. Hmm.

If you know someone with a VW, you can ask them if you can have their solar panel that comes with the car. One of these things came with mine but I have no idea what to do with it. Maybe someone on the geek forum can help me out. Hmm....

I bought a $30 one off e-bay last year. The issue I had was the Garmin Edge is not designed to be charged while in use on a bicycle. The connector is on the bottom and the plug kept falling out, after I modifed the mount to even be able to plug it in while riding. The chargers internal battery was not enough to charge the garmin at night from it's "reserve". It did however work well to keep my radio charged. I placed the charger under the clear plastic in my map case and ran the corde to my radio in the same bag. It also worked to cahrge my cell during the day.
