I don't really have rear clearance issues, I'm just trying to decide between the two. I'm kinda on a budget so I can't get anything all too expensive, and I am looking to get silver racks with a bottom bar for my trucker.

Both look good, but I would go with the Tortec if the top platform is wide enough to carry that which you wish to carry up there. The low pannier bars on both are nice features - allows for easier pannier attachment when other touring gear is stowed on the top platform compared with racks without the lower pannier bar.

I agree with bwgride. And I think the TorTec's top mounting stays look much sturdier than the Super Tourists, which are just flat steel bands. Seems they'd be a bit flimsy.
