Is your Sugino the XD-600? Up through 2008, that came stock on Surly LHT paired with a Tiagra tripple FD, so I would think the Tiagra would be a sure bet. The folks at your LBS will know for sure as far as clamp diameters, top/bottom pull and swing. Don`t worry- what ever they set you up with a new FD will run much less than your cranks and RD.
Aside from that, I`m not sure what else you`re asking, if anything. I have some comments about going to 9-speed though. You might find that the smaller rings on your new cranks leave you with a range you`re happy with without changing from your 5/6/7 speed. If you want lower still, IRD still makes freewheels with bigger sprockets than most others. They`re not cheap, but much less than a whole new wheel. If it`s the tighter gearing from a 9-s cassette that you want I doubt the IRD freewheels will help. Also, keep in mind that 9-speed sprockets are physically closer together, so friction shifting won`t be as simple as what you have now. I`ve never used friction for more than 6, so I`m just going on hear-say for this- try it and see. Indexed will certainly drive your bill up, but it might be worth it to you. For what it`s worth, I just bought Shimano 8-speed indexed/friction bar end shifters brand new for $56 plus shipping from Jenson- not too expensive. If you have the patience for eBay or Craigslist, I`m sure you could do better still. Have fun with your mods!
EDIT: It seems to me that 7-speed and 8-speed Shimano are the same spacing (sprocket to sprocket). If you happen to have 7 speed indexed now, it might be possible to use it, still indexed, for 8-speed. Maybe somebody who knows for sure will answer here. If not, they`ll surely know in the mechanics` lounge.
