Very few shops carry any touring bikes. They just don't sell in sufficient volume to keep them on the floor. But any store that sells Trek can order you one. In most cases, they will order one for you but you are not obligated to buy it when it arrives, or they will send it back for a different size if necessary.

In days of old, when i thought i wanted a trek 520 (i don't anymore), I went to a couple trek dealers and asked if they could order me a 520. the first two said they *could*, but then they spent a pile of time trying to talk me out of that model, which struck me as odd, especially considering they weren't trying to upsell me a better touring bike or anything. They were both trying to sell me a comparably-priced aluminum roadbike. Weird. The third shop said they can order anything trek's got, with 50% down. Which is, i think, totally reasonable. I never grabbed the 520 (it's a fine bike, but not the best value, imo), but ask around. It's kind of a good way to get a feel for how decent a bike shop's customer service is going to be as you deal with them down the line.
Trek dealers are EVERYwhere. You can find one that'll work with you. But,as folks said above, you're highly unlikely to find one on offer on the sales floor. Bikes like that tend to rot at the typical bikeshop, where the typical customer wants either a hybrid, a cruiser, or a performance machine to enhance their fantasies. I'm glad trek still makes the 520; it's one final peice of the old-trek legacy, i guess.
good luck

I just sent an email to my local bike shop telling them that I wanted a Trek 520 and what size I wanted. They ordered it and called me when it arrived and was built up. No money or commitments changed hands.

Several LBSs in Portland have 520s. I test rode one a week ago at a Bike Gallery to compare it to the Trek Portland and Surly LHT. I thought it was a better value than the Portland, but the LHT won out in the end.
