I have one of these, it seems to have a similar mounting system to what you're talking about. The mount is in front of the bag and clicks into a slotted portion on the back of the bag. The mount has a bar that sits under the stem to keep it some rigidity. It works really well and I am pretty happy with it. Let me know if this might work and I can take some more detailed pics of mine. I think you could fab something similar with Home Depot items, no welding.

Okay, I had been wanting to post the new city-bikeish build I did for my wife. If not for BF would probably never photo my bikes! The one thing I would say about this bag in this configuration is that the tolerances are kind of tight, requiring a little creative adjusting of the moustache bars and the bag mount. The inside hand position(what little of it there was) and the hoods position are basically eliminated. Not a prob since she only uses the outer positions. I think I will be moving this to the LHT and buying another smaller version for this bike.

Yo. I know this is an old thread, but I wanted to see how your Basil Forest Handlebatr Bag has held up. Does it sag when loaded? Is it easy to open and close when riding? Is the attachment mechanism effective and easy to install? Any general complaints or areas where it could be better? I'm thinking about buying one, but I can't find any actual customer reviews for the thing. Seems too good to be true; all the features of an Ortlieb at 1/3 the cost...
Also, if you have a photo of the inside of the bag, I'd love to see what kind of frame it's working with.

No dragging,I wanted it as low as possible.You can't see in the picture but there is an inch clearance when fully loaded.It's a 30 years old Rhode Gear Bag.
There's an 1/8 aluminum backboard inside with struts.
