Slow Rider
The chain stay seems a bit short to be a touring dedicated bicycle, but a longer rack will help with foot clearance. Gearing seems adequate (judging by fact there is small chain ring up-front). Difficult to judge value of older bikes like this--will you or your local bike shop be able to repair older components if needed?

how much,,I wouldn't pay more than the lowest cost hard tail mtn bike on sale, whatever that is. The problem for me is that you really don't know the condition of the wheels, is the headset pitted, etc. A new set of bombproof wheels and headset will cost close to that much retail. What you are getting is a package and if the size of that package is what you want,,ie. is the frame really your size it would be worth bidding on. The front rack set up is kind of weird, it looks like a rear rack mounted on the front for a rear pannier set up. I'd put on low riders and not hang such big bags out in front.
Personally if it was me and I was looking for a deal I'd want to be able to ride the bike and check it's condition first hand. If money is that tight what is your recourse if you want to replace a headset or rear wheel because it has "auto-steer" or there's a wobble in the rear wheel with a few over tight and over loose spokes keeping it straight?

From doing an internet search, it seems that this bicycle is originally a 650b bike. The front fork here has been replaced and has no cantilever bosses. Plus it looks like from the last pic that the handlebars are kiddywampus. The RD housing seems a little tight.

The bike is selling for AU$ 132. That's about US $105.
Heck, the panniers and other bags alone are probably worth more than that. If I lived near the seller I'd take a chance for $100. How can he go wrong?

if the wheels are up for touring and the headset isn't pitted and the new fork the same length as the one it replaced and the bike rode straight,,that's a good deal. If they weren't,,add a couple hundred more and a brand new hard tail with bombproof 26" wheels looks attractive. The fork replacement is a little dodgy because it's quite likely the replacement caliper fitted fork was shorter than the original cantilever equiped fork. Whether that has a substantial consequence for riding I'm not sure but it's not exactly something I'd want to try sight unseen.
