Yet another Ortlieb Pannier question

Just got a HBB and rack from Wayne, and am planning to get the rear classic roller panniers. Just wanted to know if they have a stiff insert like the HBB? Is the insert only along the inner side?

In other words, can it be flattened and placed in a suitcase? Or does it retain its shape, in which case it might be difficult for a friend to shove it in his suitcase.
