BOB swingarm steerer tightness

BOB swingarm steerer tightness
Gudday!
I recently got hold of a BOB Ibex. Sweet! Following the assembly instructions, I torqued the swingarm steerer bolt to the required 60in/lbs but have found that the swingarm has a bit of resistance in it. Is this how it should be? It still turns, it's just a bit tight. Or should I loosen it a bit so that there is no resistance.
It seems to ride fine.

follow the instructions
it will "break in"
what you do not want is:
play
you want to avoid the trailer smacking into that long bolt that goes down the height of the fork.
the nylon washers, top and bottom
will wear as time goes on
the primary concern is to keep that long bolt tight.
I've had 2 BOB's and have never had a single problem
