Question re: Mtn bikes as tourers
I have noticed that some of the older mountainbikes have forks that appear to be angled very forward from the top to the dropouts. Does this affect the desirability for one to be used as a tourer converted to drop bars or not?

IMO it makes them good candidates for the drop bar conversion to be used for touring. I finished a drop bar conversion a few months ago on a 87' kuwahara panter that has some pretty relaxed angles and is a very stable bike, plus its steel and getting the frame costed me next to nothing.

somewhat irrelevant if the top tube length is in the ball park for your riding position. If the fork rake and head angle make for excessive wheel flop then don't exacerbate it with a large rear wheel load or front load that extends far beyond the front fork.
