Fitting a Gilles Berthoud bag to a rather tall bike

Fitting a Gilles Berthoud bag to a rather tall bike
Hello,
I have been interested in adding a nice, big, durable, stylish handlebar bag to my bike, and am curious if I'll be able to get one to fit. I have a 25.5" frame and a Nitto Technomic 130mm stem, and with handlebars at the ideal height, the distance between the top of the bars and the platform of the rack is about 14 inches.
I tried a GB bag that belonged to my mechanic that was a little smaller (equivalent to the GB 25), and the decaleur didn't reach. The decaleur wasn't anything special either. I noticed GB Decaleurs come in two lengths, but not sure what the length is. I also noticed a Rack by Velo Orange that has a built-in decaleur, but not sure if that a good thing or not.
The GB 28 bag measures at 25cm (9.8") height. The GB decaleurs are listed as "91" or "121" models... is that a mm measurement?
Any tips are greatly appreciated (due to the price I'd love to get this bag on my bike.

A]Hire one of the local Bay area frame builders to make a suitable combination,
rather than kludge off the shelf parts
B]VO has a copy of an Older bent wire Bag Mount that may work, it hangs off the stem.
has 'ears' to strap the bag onto , and a support underneath . made for TA's Handlebar bags of 30 years ago.
Its not as fancy and fixed to the bike , like decaleurs ..

A] could be feasible...I'm currently getting a Saso frame built, I'll ask him. Thanks for the tip.

I noticed this stem mount decaleur on the VO site a while back. It appears long and you cut and drill it to fit your bike and stem height.

As I recall, classically styled handlebar bars are sized according to frame size. Larger frames had larger handlebar bags, and smaller frames, smaller bags. Berthoud bags work according to this principle, and can be a little harder to fit because of it.
VO style handlebar bags allow for more flexibility. I rather like the rack mounted version, it's stable, easy to use and looks snazzy. If you have the money (which is less than the Berthoud system) I don't think you can go wrong with a Pass Hunter rack and a VO or Ostrich handlebar bag.
