Been using them for years -- also for commuting as well as touring. One thing to be wary of, that "waterproof" cover isn't all it's cracked up to be. In heavy rain, you'll find a lot of water collects inside the bottom of it, soaking whatever's at the bottom of your panniers. You're better off to get some sturdy bags from a camping store as an inside layer, and just run the panniers without the covers in the wet.
