You need a pinch collar to hold the steering tube in place then you are free to move the stem up and down as you please.
I got QBP's 'Locking Spacer' for that , I have an integrated headset bike, the fork falls out easily.. without it.

Then I Got one of Mike Ahren's 'Wise Cracker's'.. another 9/8" pinch bolt spacer .. It has an Accessory function ..

I can't get myself to cutup a good pair of handlebars
.

1" aluminum tubing will do fine.. [the SJS thing, the 'T' is 7/8" /22.2mm]

and a comment in another forum made me realise that the handlebar wasnt Ortlieb Ultimate 5 friendly.
I thought a second longer stem underneath with an angle might be a workable fix.

I used a Titec H-bar with a Thorn accessory bar so I'll have some place to mount a handlebar bag. For now I use it for my bell and lights,works very well.

Thank you both for the pics and suggestion.
You were both pipped at the post by Henrik of the https://www.woollypigs.com/ blog.
I spotted the Thorn accessory bar on his partner Peli's LHT and quizzed them on it.
I got a very speedy response with a link.
A kind soul on the Australian local forum (bicycles.net.au) had one he wasn't using and donated it to me for the price of postage. I assume its on its way.
I'll try to remember to post a pic when it arrives and is installed on my Surly Ogre.
