Peugeot PB12 Course frame OR Bianchi Ocelot frame: which one to build?

Peugeot PB12 Course frame OR Bianchi Ocelot frame: which one to build?
I have two frames at hand and I need your opinion as to which one would be better suited for particular touring (see further below). First, this is what I have:
1) Peugeot PB12 with Reynolds 501 CroMo butted frame. Frame is made in UK while the rest in Canada (I assume it was assembled into a full bike in Canada). This is a road bike frame and it looks like it could take ~35 mm tyres.
2) Bianchi Ocelot with Tange MTB plain tubing (non-butted). It was made in Japan. This is a mountain bike which could take much fatter tyres.
What kind of touring will I be doing?
- 50% road, 25% light gravel, 25% packed dirt.
- ~25-30 pounds of gear
- Not overly hilly areas
- I weigh 225 pounds.
Based on this (and I know I am not giving you much), which frame would you rather build and work on for this purpose?

Hundreds of people pass through here , touring on all sorts of bikes .. Either would do..
Just to flip a coin, the 26" wheels are stronger because they are smaller diameter . go that way..
But I Suspect Either or Both need a full Overhaul and cable replacement , to reduce the likelihood
that something will Break, where least convenient.

Bianchi. I feel very unstable on road bikes off road, especially when maneuvering or going downhill. Also it's a pain to find replacement parts for a french bike in town, let alone on a tour.
