Advice wanted for novice touring bike purchaser

I am looking to make a tour from Portugal to Turkey and so I am in need of a bike as my mountain bike just won't cut it! I am looking for a mountain touring bike because I love to go off road and don't want to be limited to highways. The following features are what I have gathered to fit my cycling style best. The ability to have front and rear racks, the ability to mount fenders, a non-disc braking system, multiple speed, 29 inch wheel, hardtail. I'm willing to sacrifice some of these features if the bike is of durable construction. Price range I'm looking at is 0-1500 USD. Any help at all would be appreciated!

What country are you buying the bike?

most production 700c/29r mtn bikes are disc , most bikes built up from retail frame with retail parts will exceed $1500. What is your existing bike, does it have parts that can be transferred to a new frame?

No Idea about what you have in shops where you Live , Are you Living in Portugal ? Or Where?

so brand name dropping is not very useful .. some are international , others relatively Local Importer's names..

a bike Built up in a big factory (most are in Asia now) and shipped as a whole , to a Bike Shop

will cost less than one bought, and custom built-up, as separate parts wheels and etc.
and fitted to a frame-set , also bought separately ..

state a range of brands , and link to their websites ..

narrow the Universe to smaller things you can touch .. and test ride.

You've pretty much described a Surly Ogre. Standard build includes BB7 Avid disc brakes but the wheelset has machined sidewalls so you could add V-brakes if desired. Retail is right around $1500.00
