switching from a 600a fork on a pursuit bike, to a 650c?

Do you think this'll be a huge problem? The frame-set came with a 24" fork but I really don't like how low I am. I'm just wondering how drastically it'll affect the handling of the bike, and if it will actually cause a bit of wheel flop. Suggestions?
