Cerchi NISI Track Rim w/ Clement Tire???

So I aquired this rim and tire a few years ago from a girl I was dating that used to Track Race in PA. I wanted a fixed gear and she sent this to me. I have never used it and am not to sure what to do with it. The tire is a Clement Super Condor, it's obviously glued on and seems to be in good shape though I haven't tried putting any air into it. If anyone is interested in this please let me know as of now it's just a conversation piece in my living room. I'll try to find my camera and post up some pics soon.

It still has the fixed gear on it and appears to have been used very little.
