What kind of helmet is this?

Any help would be greatly appreciated.

Looks like a Bell Vortex. The Bell was designed in early 1990s fusing Reebok Pump system. It had a detachable visor and the decals and thin [hard to adjust] straps look very similar to the Bell Vortex.

I'll try to post a close up pic of the Vortex later in the week for comparison.

I believe its a rare extinct turtle shell that has been gutted, filled with a new interior, and painted and polished to a gloss black.

That's Ondrej Sousenka, the current UCI hour record holder. I don't know what kind of helmet that is, but my guess is that he used it because it was the most aero helmet he could get away with using (aero helmets are forbidden for the UCI hour record).

Edit: Ondrej in the first picture, I don't know who is in the second picture.

No, the bike is constructed properly for him. he's got long limbs and a short torso, hence the small frame (short top tube, relatively) and long seatpost. I could imagine that his road bike looks similar, just not so extreme.

I agree, have one sitting on the shelf with visor. It's a pretty comfortable lid but is a bit hot.
