How does amateur track cycling work in Europe?

Sure I can go the UCI website and find all the details of the professional track season, but if I happen to be in Europe, how could I find some races, and what would be the legal requirement for participation?

Don't run red lights, wear a helmet, use hand signals, get some cycle lights(front and rear) and, FFS, don't run red lights!
