track/exercise bike

Hey All, I ask dumb questions alot so bear with me. I really want to purchase a track bike for trying out a track like 3 times a year....there's one sort of "near" me (I live in Madison, WI). But I really need a single speed sprinting bike made for daily road sprints (3-5 miles as fast as possible). Sprinting also really burns off fat! I may be the only person who wants to do this in the history of fat people, but I like sprinting and my knees are not what they use to be for running (hence the extra gut cause I can't sprint (running) anymore without some pain in the future). Don't get me wrong I still have tons of hours left in my knees and biking is no problem (I commute and play stupid on my commuter fixed gears). Ok, so I just want to find a used or new aluminum frame that doesn't suck. I'd like to stay as cheap as possible for the frame (300 buck is my high end, free is my low end). I like used stuff because it costs less and works fine. I like new stuff because I don't have to worry about gettingn robbed.

So, my question: What new frames would you suggest/ What used frames would you suggest that you've seen at or below 300 bucks. The only thing is that I'll need to be able to put a front brake on it to stay street legal! (headset bb need not be included).

Notice there is no rush given that my hometown will be covered in snow till end of march/ mid april!

For $300, the only thing I could think of new is maybe a bikes direct ($300 complete) or bike island ($200 frameset) track bike or frame. For a little more, you can probably hunt down a used Bianchi Pista as a complete for around $400-500.

EDIT: Forgot about IROfixedgear.com You can get a Mark V frame for under $300, and a Angus frame for a little more.

Is 300 bucks really that low ball for a used track frame?

OK, well, what are some good entry level track frames? How much do they cost?
I'm not going to be riding it on the track that much I just want a single speed to sprint on that is stiff to put up with my 200lbs!

Also, where is the used market, like I mean it seems that a lot of people switch out their learning frames to better ones, well where do you get a hold of one of these?

(NOTE FRAMESET ONLY and I'M NOT AGAINST STEEL Forks or Frames//does anyone ride steal on the track anyways?)

I have a kilo tt that I kill everyday with sprints, i like it so much and believe it or not it's completely stock. I have 2000 miles so far, no problems, just new tires
