Drops tilted inwards?

Any theories on why the classic Cinelli bars have their drops tilted inwards? Would it feel awkward during an out-of -the-saddle sprint? Or revving seated w/ elbows out?

I was looking to buy a 65 Criterium on the net but wondering if it'll fit me. I Also find the Deda pista bars having this feature as well. Previously I owned a cheap aluminum handlebar woth the same feature, thought it was a manufacturing defect, and bended it myself (eeeek!) to become parallel. Turned the width from 38 to 40 in the process.
