Is this a good enough beginner frame for racing?
I have one built up for use on the road and it's cheaper for me to swap bars and take off my brake than to buy a whole new bike.
Would I notice a serious difference when racing on a "true track" frame?

You'll be just fine for intro racing. This is the same bike as the Fuji Track, which is a standard rental frame at velodromes all across the country.

The simple answer is YES, it is perfectly fine for general track racing. The main difference you'd notice in a track specific frame is quicker steering and it would seem more responsive due to increased stiffness. However, when you start out racing, your own fitness is going to matter more in competition with other entry level riders than the bike you are riding. I would not commit to a track specific frame until I got some experience on the track and figured out if I wanted to do it a lot.
