Are skinsuits mandatory?

I've caught the track bug, but I'm wondering if I am expected to buy a skinsuit to race in? Or would just a jersey + lycra (what I usually wear) be okay?

i used a skinsuit because i didn't need pockets and it was more 'aero' but no there are no such requirements. jersey pockets don't serve much of a purpose though. i've seen people race in t-shirts.

you could take the stitches out that were sewn to attach the back pockets.
