Frame size?

Should a track bike frame size be the same as your road bike frame size?

yes, no, maybe...it depends.
Reach is most important, not frame size.

Yeah, basically it is the same. Its best to get fitted to know your cockpit size (reach & seat height).

My road bike is a "size" 57.
My track bike is a "size" 55.
My road bike has a ST c to c of 54cm.
My track bike has a ST c to c of 50cm.
They both have a TT c to c of 55cm.

Not basically the same.
Find the frame "size" that lets you match your overall reach from your road bike.
My stems are not the same length, but my overall reach is the same.
YMMV

I test fit a 56 FTP on Saturday and I think even if I cut the seat tube down, the reach is still a bit long, the drop to the bars was significant. The odd issue for me is I have long femurs and a large rib cage so even in the drops on the road bike, they come into contact once in a while.
