Yeah, pretty much. Bike messengers and urban cyclists take over the track for the day. It's fun to watch. CAT 1/2/3 may not be allowed to race. Depends on the promoter's rules.

Experienced racers are welcome to help out and have fun! Main idea is to bring new people to the track. Most don't but some do stick and go on to race at elite levels.
