Probably not real, but show us a picture or give us more info.

Ross was the lowest of low end department store builders 30-40 years ago. It is really really low on the likelyhood scale they made a track bike.

They actually had a couple cool sport touring and road bikes at some point. But it was not indicative of their normal offerings which are described above.

Given that, it could be a one off by a builder of the same name.
