Your energy expenditure is proportional to your effort.
Since it's harder to pedal against the wind, you will spend more energy doing it.
However, a good cyclist will pedal at his/her maximum continuous power (in a race at least) regardless of the speed, so the effort will be identical in both cases.
Personally, I take it easy when the wind is helping me along, and push harder against a stiff headwind.
