Low Heart Rate..can't get it up
Hey..what's with a low heart rate? Normally I try to stay in my 65-75% range-with a few bursts of 85%...but today, I had a hard time getting it up. I'm waaaay tired after having gotten married last weekend so I figured that may be it.
Does tiredness and or sickness LOWER the rate or make it higher**********

i think in general, stress, overtraining, lack of sleep, etc... raise the heart rate -- especially the resting HR -- for example, a good indicator that you are overtrained and need a rest day is an elevated resting pulse.
as far as i know, the main factors that can lead to not being able to get your HR up are lack of water, vitamins, minerals, and energy... i.e. your body just can't process energy and oxygen fast and efficiently to get your cardio system going at a high rate. when i bonk during a long ride it can be hard to get my HR over 135 or so...
in any case, if you're under not-normal conditions and stress, i wouldn't worry too much about not being able to get the heart pumping really hard (up to 80% or higher) --- as long as it is short term - say 2-3 days or a week... any longer and i think it's something you should maybe see a doctor about... i'm not a doctor, but just seems that way to me

Ah, the pre-wedding stress soon to be replaced by the married stress.
Seriously, stress and illness can seriously affect your stamina and the effectiveness of any exersize program. I'd think it'd be best to take it a little easier and when things settle down a bit you'll get back to normal.
