Hammer Nutrition ingredients

Someone mentioned in another forum that the Hammer Perpetuem and Sustained Energy drink mixes are not allowed in Canada and a bunch of other countries. I've been reading the ingredients and I can't figure this out...

What is in them that is against the "rules", that they are not sold or permitted? I've had good experiences with the stuff on longer days, and like the effect but don't want to put anything into my body that has potentially weird ingredients and effects.

The banned ingredient is L-Carnitine, which is in Sustained Energy and Perpetuem, but not HEED or Hammer gel.
