Build trainer w/ junker frame, no wheels?

Say you find a beat up frame in a dumpster (with or without a fork), or someone is just giving it away. How could you make a stand and some mechanism to provide resistance while you pedal?

The easy way would be to find a junker fork and some wheels too.
