Tri frame compared to road?

I was given a 97 Litespeed Tachyon full Ultegra with a sweet new set of 650c Open Pro rims laced to CK hubs. Is the frame set up too drastically to pull the aero bars and handlebars; then place a road bar/shifter set-up on it to make it a road bike? If not, what would a fair price be for this set-up? The only thing non stock are the wheelset and the carbon profile design Ironman bars.
