$799 for my first tri bike?
I've used my friend's road bike for the past year and am looking to compete in triathlons - for my first tri bike does this bike seem ok? This is the top of my price range.

I've never raced triathlon or road but why not buy a used bike? You can buy top of the line "vintage" bikes for a lot less than some of the mid-range brand new offerings. I think Columbus SL, SLX, and Reynolds 531, 753 is still pretty competitive. Frankly I think the "newer is better" mentality is mostly hot air but I have absolutely zero race experience to back up that opinion.

Get a TT bike only if you are for sure going to do mutliple triathlons. Otherwise you can shave off a few hundred and get a decent road bike.

That looks like a decent build. The Tiagra front derailleur isn't high end, but should do the job, especially in a tri situation. (Not what you'd want if you were looking for a criterium bike. Also, there aren't any real low gears on that setup, so if you're not real strong and have some steep hills to climb, you might want to look elsewhere.
