Rodford UK Built Cargo Bike?
Found this , must be very recent:
News ? Rodford Utility Bicycles.
I like the step-over frame...
The Cargo Box may be Too-Big...? It was designed to carry Bread, which is naturally light and fluffy. (if you load this bike with heavy, dense stuff, it's not going to move.)

Nice bike.
Pretty traditional design.
As far as weight.. one can carry a lot depending on the terrain. I've had over 100 pounds on my cargo bike, and had a combined load bike + trailer of about 500 pounds (which was a problem for hills).
I'm not sure I'd go over a couple hundred pounds on a 2-wheeler though. Trike?
