Bike tipping over when loaded

Bike tipping over when loaded
I have a problem. When I have my bike loaded it gets a bit easy to tip over. I have a two legged kickstand and that helps but the problem seems to come when the handlebars turn one way or the other and throws off the weight. Does anybody know of way to "lock" the handel bars from turning?

My bikes never fall over because I don't have kickstands, unless my beater bikes have one welded on already. Everyone I ride with that has a kick stand, has the bike fall over frequently. Lean it against something solid. One can lie it chain side up on the grass. One can keep the front wheel almost straight with a toe clip strap. With practice you don't need that either. That will also cause problems. Practice practice practice. Doesn't matter what the load is either. I have a lot of bikes they don't fall over. The bikes that have panniers are even easier to lean against something.

Its old Giant Iguana, no front stabilizer. I have front and rear old man mountain racks on it with fold up grocery panniers. I use it for shopping and bad weather commuting.
