Showers Pass makes nice roomy ones that fit well over MTB shoes, but you'll have to cut a hole for the cleat if clipless.

If your pedal/shoes are cleated, then get cycling shoe covers. If you don't have cleated pedal just wear hiking boots protected with water proofing leather protector spray.

If you insist on wearing the same footwear all year round, then get Neos overshoes.

Lastly, you can get ice cleats over plastic bags for your feet as a good and cheap solution.
