neoprene face masks are good. The ones they use for winter hunting, protects your whole face, they also have ones that protect half your face.

love my skiing/snowboarding helmet with goggles
I bought a skiing/snowboarding helmet last year that is much warmer and much more comfortable than using a balaclava under a regular helmet. The goggles that are made to fit the helmet work great. Then I need to only protect the lower part of my face with a simple neoprene mask perforated for breathing. Since I grow my beard longer in the winter, I don't need as much on my lower face.
For me, the cold wind would cause my eyes to tear up so that I couldn't see well. The goggles keep the wind out of my eyes.

I dont know what they are called, but hunters wear a full face covering with just an opening for the eyes. Its made of fleece and very warm. I wear them in the winter when I survey. Get them at Walmart for $15.00

Facial hair works well. If it really really really effing cold with lots and lotsa wind try a paint ball mask. Scares the crap outta the cagers too when you give em a glare. Gotta be worth at least 12" of room as they go past you. I got yellow fangs taped to mine.
