When it gets up to 25 f here in central Wisconson, the snow and ice become slush because of all the salt and sand used on the streets. On these days I use a pail of hot water and a brush and rag. I then dry as best I can and use WD-40 to dry it further. I lube the chain 1-2 times per week and don't bother to wipe it off, and use wheel beaing grease on the exposed steel. This is a ridgid steel mt bike that has survived 3 winters so far. It was a $30 bike to start with and still is. I also use heavy duty fenders to try to keep crud off me and the bike.
